Who we are

TruEnroll Health ("TruEnroll", "we", "us") operates truenroll.org, where consumers can estimate marketplace subsidies, compare health and Medicare plan options, check doctors and prescriptions, and get help from a TruEnroll support specialist.

TruEnroll is a plan-comparison and enrollment-support service. We are not a health insurance carrier, we do not underwrite or administer coverage, and we are not a medical provider. We are not affiliated with, endorsed by, or operated by the federal government, HealthCare.gov, the Centers for Medicare and Medicaid Services, or any state Marketplace.

This policy describes what the website collects, why we collect it, and the choices you have. It does not describe the separate privacy practices of an insurance carrier, an enrollment platform, or any other third party you choose to interact with.

Information we collect

We collect the information you enter into the tools on this site, plus limited technical information created automatically when you visit. We do not ask for information the tool you are using does not need.

  • Quoting and plan matching: ZIP code, county, household size, and expected annual household income. Entering these to see prices does not create a sales contact record.
  • Coverage checks: the doctors, facilities, and prescription drugs you search for so we can tell you whether a plan's network or formulary includes them.
  • Application details: when you continue into an application, the details that application requires, which can include each applicant's name, date of birth, tobacco use, relationship to you, citizenship or immigration status answers, Social Security number, and income details.
  • Contact information: email address and phone number when you provide them to save your progress, ask for a call back, or continue an application.
  • Account information: if you create a member account, your email address and authentication credentials, or the basic profile details returned by Google when you choose Google sign-in. Passwords are handled by our authentication provider; we do not store them in readable form.
  • Help requests and communications: the chat messages, call-back requests, and support requests you send us, along with the records our team keeps of those interactions.
  • Saved progress: the plan-matching and application draft attached to your account so you can return to the step you left.
  • Technical and usage information: IP address, device and browser type, pages viewed, referring page, and interactions with page elements.

Health-related information

Some site features involve health-related details: the prescriptions and providers you search for, tobacco use answers, and any health-related information you volunteer when you ask a TruEnroll support specialist for help. We collect these only where the feature requires them, use them to compare plan networks, formularies, and pricing, and treat them with the same protections described below.

We are not a HIPAA covered entity acting as your medical provider, and this policy is not a HIPAA notice of privacy practices. Information you submit through an insurance carrier or an enrollment platform is governed by that organization's own privacy terms.

How we use information

  • Estimate subsidies and show plan options for your household.
  • Check whether your doctors and prescriptions are covered by a given plan.
  • Prepare, review, and support an enrollment you choose to start, including a review before submission.
  • Respond to your questions and requests for a call, chat, or video conversation with a specialist.
  • Create and secure your member account and return you to saved progress.
  • Operate, debug, and improve the website, including measuring which pages and steps work and which do not.
  • Meet recordkeeping, licensing, and other legal obligations that apply to insurance enrollment support.

How information is shared

We do not sell your personal information, and entering a ZIP code to see prices is not routed to a dialer or sold to a lead buyer.

  • Service providers: hosting, database, authentication, analytics, communications, and voice or messaging vendors that process information on our behalf under contract.
  • Plan and pricing data sources: public marketplace plan, provider, and drug data services we query to build results. These queries carry the search inputs needed to return results, not your account credentials.
  • Enrollment platforms and carriers: when you choose to continue an application, the applicant details required to complete it are passed to the enrollment platform or carrier you are enrolling through. From that point their privacy terms also apply.
  • TruEnroll staff: our support specialists and the staff supporting them, limited to the records their role requires.
  • Legal and safety: when we are required to disclose information by law, regulation, subpoena, or to protect our rights, users, or systems.
  • Business transfers: if TruEnroll is involved in a merger, acquisition, or sale of assets, information may transfer as part of that transaction.

Cookies, analytics, and similar technologies

The site uses cookies and similar browser storage to keep you signed in, remember your progress between steps, and measure how the site is used. We use Google Analytics 4 for aggregate traffic and event measurement, and Microsoft Clarity for session replay and heatmaps that show how pages are used.

Enrollment screens that collect income, identity, and health details are masked in session replay, so those values are not captured in recordings. We do not run third-party advertising or retargeting pixels on this site. If that changes, this section will be updated before it does.

You can block or delete cookies in your browser settings, and you can opt out of Google Analytics using Google's browser add-on. Some site functions, including staying signed in and resuming a saved application, depend on browser storage and may not work if it is blocked.

Retention

We keep information for as long as needed for the purpose it was collected. Quote inputs that are not attached to an account are short-lived. Account, saved-progress, and enrollment records are kept while your account is active and afterward for the period our carrier contracts, insurance recordkeeping obligations, and applicable law require, then deleted or de-identified. Analytics data is retained according to each analytics provider's configured retention period.

Security

Site traffic runs over TLS, application data is stored encrypted at rest by our hosting and database providers, and access to production data is limited to staff whose role requires it. No method of transmission or storage is completely secure, so we cannot guarantee that information will never be accessed or disclosed in a way that this policy does not describe.

Your choices and rights

Depending on where you live, you may have additional rights under state privacy law. To exercise any of these, email admin@truenroll.org. We may need to verify your identity before acting on a request, and we will tell you if a legal or contractual obligation prevents us from fulfilling part of it.

  • Access and correction: ask for a copy of the information tied to your enrollment or account, or ask us to correct it.
  • Deletion: ask us to delete records we are not required to retain.
  • Account: sign in to review or remove saved applications, or ask us to close your account.
  • Communications: ask us to stop contacting you about an open request. We contact you about a request you started, not through an outbound marketing program.
  • Analytics: use your browser controls or the Google Analytics opt-out add-on as described above.

Children

The site is intended for adults enrolling themselves or their household. We do not knowingly collect information directly from children under 13. Information about a child applicant is provided by the adult completing the household application.

Third-party sites

Links to carrier sites, enrollment platforms, government resources, and other third parties are provided for convenience. We do not control those sites and are not responsible for their content or privacy practices.

Changes to this policy

We may update this policy as the site changes. The date at the top reflects the most recent update, and material changes will be posted on this page.
